Dimensioning Tools
Changed the logic of the dimensioning Tools in Vigis.SnapIns.PositionHelper. The tools now work with any active context, or no active context. When the current context is not valid, the dimension lines are added as transient elements.

Cad resource extensions (in vector activities) propose a new contextual menu entry, for adding symbols.
